On December 9, 2024, the Prime Minister of the Government of Vietnam promulgated Official Telegram 129/CD-TTg concerning the enhancement of management and usage of e-invoices, improving the effectiveness of tax collection efforts on e-commerce.
To enhance the management and use of electronic invoices, improve the effectiveness of tax collection for e-commerce activities, and contribute to creating an equitable, transparent, and favorable business environment for both individuals and businesses, the Prime Minister requests that Ministers, heads of ministerial-level agencies, heads of governmental bodies, as well as Chairpersons of People's Committees of provinces and centrally-run cities, rigorously implement the specified tasks, solutions, and directives as stated Official Telegram No. 889 of 2022 on improving the efficiency of tax collection management for e-commerce and business activities on digital platforms; Official Telegram No. 1123 of 2023 on strengthening the management and use of electronic invoices, contributing to promoting digital transformation; Official Telegram No. 1284 of 2023 on enhancing the management and use of electronic invoices for petroleum retail business activities.

The dispatch emphasized that the Ministry of Public Security should connect population data with tax authorities, tax administration agencies, and localities to coordinate the detection and strict handling of illegal violations. It also called for the implementation of electronic invoices. Strictly handle violations and publicly disclose information on violations by Article 29 of Decree 126/2020/ND-CP.
Additionally, there should be an enhancement in research and development, or integration of existing payment gateways and e-wallets in Vietnam into the national digital citizen application, VNEID, to create convenience for individuals participating in e-commerce activities. The Ministry of Finance is urgently submitting a proposal to the Government of Vietnam by January 2025 to promulgate a Decree amending and supplementing certain articles of Decree 123/2020/ND-CP, including solutions related to electronic invoices in e-commerce activities.
The increase in positive figures can be attributed to new growth driver expected to emerge in 2025, particularly in terms of institutional reforms.
